After the initiation stage, the project is planned to the required level of detail. The main goal is to adequately estimate the time, cost, and resources to accomplish the required work and effectively manage risks during the project. Failure to plan adequately significantly reduces the chances of successfully achieving project goals. Project planning usually includes:
- Define planning approaches (e.g., levels of detail or the choice between waterfall and agile methods);
- Development of technical specifications;
- Selection of a planning team;
- Defining the results and creating a hierarchical structure of work;
- Identify the operations required to obtain these results and combine these operations in their logical sequence;
- Assessment of the need for resources to perform operations;
- Estimating the time and cost of operations;
- Developing a schedule;
- Developing a budget;
- Risk planning;
- Development of quality assurance measures;
- Obtaining formal approval to start work.
It is usually advisable to use additional processes, such as planning communications and content management; defining roles and responsibilities; determining what to buy for the project; and holding a kickoff meeting.
